Owners of small and mid-size businesses in Ohio still aren't too confident about the economic recovery. Only about 2 in 10 expect to add to their payrolls in the next six months, according to a survey from PNC Bank.

Economist Mekael Teshome says many businesses blame uncertainty about the economy and policies from Washington, DC, but 63 percent said the Affordable Care Act wasn't having an impact on their hiring decisions.
