Domestic Violence Dominates Ross Grand Jury Indictments

The Ross County Grand Jury was presented 14 cases during its Friday session. Thirteen cases were returned with only five opened. All five involved cases of domestic violence.

Kenneth C. Stout, 19, of Chillicothe was indicted on a 3rd degree felony charge of Domestic Violence. The indictment stems from an incident on May 30th of 2017. The Ross County Sheriff's Office took a report from the female victim at the Ross County Law Complex. She claimed she and Stout had got into an argument around 1:00 a.m. Tuesday. She stated that after asking Stout to take her home, the two got into Stout's vehicle. She then alleged that Stout took her cell phone from her and refused to take her home, assaulting her multiple times and refusing to let her out of the vehicle. The victim then stated that the two ended up in the area of Ross Lake at approximately 5:00 p.m. At that time the woman stated she was able to run from the vehicle. She was then picked up by two females who were at the lake and they took her to the Sheriff’s Office to file the report. Stout faces up to 5 years in jail and a fine of up to $10,000 if convicted.

Bruce F. Baylous, 52, of Chillicothe, was indicted on a 4th degree felony charge of Domestic Violence. The indictment stems from an incident on April 1st of 2017. Baylous is accused of assaulting the female victim by punching her in the back of the head after she attempted to leave the home during an argument. After the victim fell to the floor, Baylous is accused of climbing on top of her and striking her in the face and choking her. Baylous has one prior Domestic Violence charge from 1994 out of Chillicothe Municipal Court. If convicted, Baylous could be sentenced to 18 month in prison with a $5,000 fine.

Eric M. Seckman, 24, of Chillicothe, was indicted on a fourth degree felony charge of Domestic Violence. He faces up to 18 months behind bars with a $5.000 fine if convicted. The incident took place on June 14th of 2017. Seckman is accused of assaulting his ex-wife at their home on foot. The two got into an argument when Seckman asked to take her car. The victim reported that Seckman slapped her in the face, took her keys, and then left the home. Seckman also has a prior Domestic Violence conviction from April 5th of 2017.

Neil I. Rankin, 32, of Frankfort, was indicted on a fourth degree felony charge of Domestic Violence. Rankin is accused of assaulting a female victim on May 7th of 2017. The victim informed a sheriff's deputy that Rankin punched her in the face and strangled her while at her home in Frankfort. Rankin could be sentenced to 18 months in jail with a fine of $5,000 if convicted. He has a prior Domestic Violence conviction against him from November of 2016.

Delvin D. Park, 43, of Chillicothe, was indicted on a fourth degree felony charge of Domestic Violence. The incident took place on June 3rd of 2017. A female victim reported to police that Park had head butted her after she declined to have sex with him following an evening dinner date. Park faces up to 18 months incarceration with a fine of $5,000 if convicted. He has a prior Domestic Violence conviction from 2001.
