Friday's Ross County Grand Jury Indictments

Sixteen cases were returned during Friday's session of the Ross County Grand Jury, with only six open.

Timmy Colter, 55, of Chillicothe, was indicted on a single first degree misdemeanor count of driving while under the influence of alcohol or drugs. The indictment stems from an incident on June 14th of 2017 where Chillicothe Police were called to the N. Bridge Speedway Station around 3:00 a.m. in regard to a possible drunk driver. Colter was found behind the wheel of a black Nissan with an open can of beer in the console. He failed an on-scene sobriety test and was taken into custody. Colter faces up to 6 months behind bars and a fine of up to $1000.

Stephen M. Spencer, 27, of Chillicothe, was indicted on one 4th degree felony count of Receiving Stolen Property and a single first degree misdemeanor count of Theft. The indictment is from incidents that took place on June 28th, June 29th, and July 5th of 2017. On June 29th, Police were called to an Allen Avenue residence in regard to a vehicle break-in. The victim informed the investigating officer that the break-in took place sometime during the overnight between June 28th and June 29th. The victim reported a telescope, a GPS device, and a holster stolen from the vehicle. The holster and telescope were recovered on July 5th from an unidentified individual who stated Spencer had provided him with the stolen items and had asked him to pawn them. On June 29th, Police received a separate report of a stolen vehicle from another residence on Allen Avenue, next door to the address from the previous crime. The vehicle was later recovered at the Save-A-Lot on Western Ave. Officers found receipts inside the car that were left in the vehicle by Spencer and traced back the Bridge Street Valero Station. Video footage from the Valero, requested by officers, revealed Spencer as the driver of the stolen car. Spencer faces up to 18 months and a $5000 fine for the felony count, and up to six month jail time and a fine up to $1000 for the misdemeanor.

Autumn R. Woods, 21, of Chillicothe, was indicted on a single third degree felony count of Failure to Comply. The incident is from July 16th, 2017 when a brief police pursuit took place through several east end streets following a traffic stop of a vehicle Woods was driving. During her attempt to flee, Woods struck two parked cars before she was stopped and tased on Columbia Avenue. She faces up to 5 years incarceration and a $10,000 fine.

Sally A. Hedges, 34, of Chillicothe, was indicted on a single third degree felony count of Failure to Comply. The indictment is the result of July 15th, 2017 traffic stop. A city officer witnessed a traffic infraction and ran the vehicle’s plates which came back expired and belonging to a deceased individual. The officer attempted a traffic stop but Hedges fled the scene. Hedges was taken into custody after being pinned in by officers on East Main Street. Hedges nearly collided with two vehicles in her attempt and reached speeds of up to 50 mph on side streets during the chase. She also caused shoppers at a yard sale to take cover when they though she might collide with them. Hedges faces up to five years in prison and a $10,000 fine.

Mark W. Morris Jr., 36, of Chillicothe, was indicted on a single Fourth degree felony count of Assault on a Peace Officer. The indictment stems from an incident on June 4th of 2017 where an Ohio State Highway Patrol Trooper was dispatched to a home on Concord Street in Adelphi to assist the Ross County Sheriff’s Office with a domestic dispute call. Morris was reported by the victim as being drunk and threatening. As the trooper was attempting to control Morris, Morris was able to punch the trooper in the face with a closed fist. Morris faces up to 18 months incarceration and a $5,000 fine.

Daniel S. Jacobs Jr., 48, of Chillicothe was indicted on a single fourth degree felony count of Grand Theft. The indictment is from an incident on June 21st of 2017 in which Jacobs was caught on video stealing a Chevy S-10 from outside of Taylor’s Stag Bar. He faces up to 18 months and a $5,000 fine.
