Chillicothe Teen Indicted for May Alcohol-Fueled Police Pursuit

A Chillicothe teenager has been indicted by the Ross County Grand Jury after leading Chillicothe Police on an alcohol-fueled pursuit in mid-May.

According to the Ross County Prosecutor’s Office, Jaythen D. Lovins, 18, of Chillicothe, was indicted on single felony counts of Receiving Stolen Property and Failure to Comply.

Lovins is accused of leading Chillicothe officers on a vehicle pursuit through town during the overnight hours on May 15th. The chase made its way along a handful of east end streets, with three parked vehicles stuck by the defendant, before concluding in the yard of a home on Belleview Avenue.

The vehicle reached speeds of up to 40 mph through town during the pursuit, and Mr. Lovins is alleged to have blown through several intersections with out stopping, and without headlamps.

Once in custody, Mr. Lovins informed officers he was under the influence of alcohol and was very drunk at the time of the pursuit. He also confessed to officers that the vehicle he was operating during the pursuit had been stolen from the lot of Pixelle Specialty Solutions.

If convicted, Mr. Lovins faces up 36 months incarceration and a fine of $10,000 for the fourth-degree charge of Receiving Stolen Property, and up to 18 month with a fine of $5,000 for the third-degree charge of Failure to Comply.

A Mount Sterling man faces a host of charges for multiple infractions which include an attempt to sneak drugs into a detention facility.

Joshua C. Kim, 32, of Mount Sterling, OH, faces multiple indictments for separate incidents from mid April to late May of this year.

The first incident took place on April 12th when Mr. Kim was taken into custody by Chillicothe Police after he was found to be under the influence of drugs at a North Bridge Street gas station.

While being booked into the jail, three small plastic bags containing a mixture of heroin and fentanyl were found concealed in Mr. Kim’s boots.

Then on April 25th, Mr. Kim was again found to be under the influence, this time on alcohol at an East Main Street gas station, and was subsequently taken into custody.

While being booked into the county jail, Mr. Kim was found to be hiding a .11 gram mixture of heroin and fentanyl in a small baggy inside his mouth.

Mr. Kim is also charged with passing a little more than $2,500 worth of stolen checks at the Atomic Credit Union from May 6th to May 30th.

In total, Mr. Kim has been indicted on two third-degree felony counts of illegal conveyance, three fifth-degree felony counts of aggravated possession, one fifth-degree felony charge of possession of heroin, and eight counts of fifth-degree felony forgery.

The Ross County Grand Jury was presented with a total of 28 cases during its Friday session. The jury returned all 28 cases with only 9 open to the public.

Dalton C. Waugh, 22, of Peebles, OH – Indicted on one fourth-degree felony count of Carrying Concealed Weapons and one fifth-degree felony count of Improper Handling of a Firearm in a Motor Vehicle.

Date of Offense: 3/15/19

Mr. Waugh faces up to 18 months incarceration and a $5,000 fine for the charge of carrying concealed weapons, and up to 12 month and a $2,500 fine for the firearm charge.

Ryan L. Fout, 33, of Washington CH, OH – Indicted on one fourth-degree felony charge of Assault.

Mr. Fout faces up to 18 months and a fine of $5,000 if convicted

Johnny D. Perry, 37, of Dayton, OH – Indicted on one second-degree felony count of Burglary.

Date of Offense: 4/27/2019

Mr. Perry could be sentenced to up to 8 years with a fine of $15,000 if convicted.

Chaz. R. Cain, 32, of Chillicothe, OH – Indicted on one third-degree felony charge of Aggravated Possession of Drugs.

Date of Offense: 4/08/2019

Mr. Cain faces up to 36 months and a fine of $10,000.

Eric J. Bentley, 34, of Chillicothe, OH –Indicted on one third-degree felony count of Attempted Burglary and one fourth-degree felony count of Receiving Stolen Property.

Date of Offense: 1/12/2019

Mr. Bentley faces up to 36 months with a $10,000 fine on the charge of attempted burglary, and up to 18 month with a fine of $5,000 for the charge of receiving stolen property.

Dillon T. Carroll, 30, of Chillicothe, OH – Indicted on a single first-degree misdemeanor charge of Assault.

Date of Offense: 5/22/2019

Mr. Carroll faces a maximum of 6 months with a fine up to $1,000.
